It definitely should have been a roughing penalty, but I don’t think you can judge intent here.
The guy probably thought Sanders was a runner given the linemen downfield. His head was already down before Sanders throws the ball, so I don’t think he knew the ball had been released.
This whole generation of football players has been taught to tackle low, so you routinely see hits in this area on runners. This one just sticks out because Sanders was still looking to and got off a pass.

He was scrambling. Essentially a running back. You don’t get qb protection when you are scrambling.

Any hit during or after a “passing posture” is a penalty. That tomahawk overhead thingy he did would be know as passing posture

the defender grabs or wraps the passer in an attempt to make a conventional tackle;
the defender is not rushing unabated or is blocked or fouled into the passer.
