DeSantis was talking about how fricked up this proposed amendment was. Would have allowed non-physicians to perform them and no parental notification/consent required.

Under the Florida Constitution, an amendment to it requires 60% approval. Otherwise, even if it falls one vote short of 60%, it fails to be adopted.
