Mostly war mongering neocons who want to be involved in every foreign conflict overseas as possible, and if there aren't enough, they want to create even more foreign conflicts to get involved in

I consider every single one of them part of the old, losing guard of 2008-2012. I’m surprised they haven’t all been systematically voted out anyway.

What is your definition of losing? Between 2008-2012 the republicans won sweeping majorities in the House and Senate. State houses were more republican than they had been in a half century We had the majority of governorships including several in very blue states.
To contrast that with a single term under Trump we lost the House, the Senate and the Presidency for the first time since the great depression. And then in 2022 Joe Biden had the best midterms of any democrat since JFK. Trump lost to Joe Biden and is running neck and neck with Kamala Harris. This is not what winning looks like.
