Is this bayou just a dumping place for all local criminals?

I worked as a mussel diver back in the 90s.
One of the guys I dove around, crawled up on a dead body on 2 different occasions.

Why would you padlock a shirt or cloth?
I mean once you tied it to a dumbell and sunk it to the bottom of a body of water... anyone finding it is going to cut it open.
