Average reaction time is 3/4 second. Obviously dark and rainy are not an average situation. Regardless, going 10mph would result in travelling 15ft before you even moved your foot to the brake. 3 times that distance is essentially reacting immediately in those conditions. . shel gonna shel though.

2.04 Seconds.
15miles*5280 feet in a mile = 79200 total feet in 15 miles / (60min*60 seconds) = 22feet per second.
15*3ft = 45ft / 22 feet per second.
obvously this would be a calculus problem really because of acceleration, so youd have to do derivatives and such.
