Found the intersection OP used as an example on street view:

He seems to be saying that if:
1. The light on W Esplanade is green,
2. then he turns left and has a red light across the canal
..then he would treat the red light across the canal like a stop sign and roll through the intersection.

That is 100% running a red light.

on Orleans, too, right? I think you mean Orleans

No, I meant City Park Ave. But I think there is a similar sign at Orleans.

It’s a travesty he was ever taken down. It was a beautiful statue and he had ties to the area.

It’s not legal but it’s something I am also loose about depending on the intersection. For instance, when turning left on I12 west bound from Juban (so northbound to west bound) has only a protected arrow. When both lanes are green the arrow stays red. Often you sit there for a minute waiting for the next cycle and there are only a handful of cars at the beginning (or none during low traffic). So if the northbound lanes have a green and I’m first in line I’ll roll on through if there are no cars around.

Adam Carolla used to preach about blowing lights in this situation. He says he would even pull in front of the stopped car and turn left. I don’t take it that far.

What is a "continuing left"? And what do you mean by "neutral ground"?

Different states have different rules on yellow / red lights. Some states allow you to enter the intersection before the light is red, and make your left turn after it turns red.

I think he’s talking about a wide neutral ground after taking a left on a yellow, and by the time you get into the wide neutral ground the (perpendicular) light is red.

These setups are all over the place in NOLA especially in Lakeview but are not common at all outside of New Orleans so this rule rarely applies.

But it was a “rule” that I grew up with in Lakeview, if you turn left and get stuck perpendicularly on the neutral ground at the red light, as long as cars aren’t coming you can go through it.

Yes - especially because, if you don't, the backup of cars waiting to turn often blocks lanes of traffic. Honestly my entire life I believed this was the law and I assumed everyone would know what I meant by "continuing left" in this thread. I've heard that phrase dozens of time. I never expected this thread to be so controversial.

If it’s red “it’s dead”

I’d it’s yellow “run like Carmelo”

Why would they have the light there if you weren't supposed to wait for it to turn green? Wouldn't they have just made it a stop sign in that case?

In the photo you included the only traffic that would ever hit that light is traffic turning left off of W. Esplanade, so of course the expectation is that you wait for the light to change.

You can turn left on a red light provided you’re turning from a one-way street onto a one-way street. This would typically be a downtown, CBD scenario.

Many years ago I was told you can do this if you're making a left turn, across the neutral ground, straight into a red light.

I'll go through if there's no stripe. If there's a stripe, I'll stop - usually.

It comes down to how wide the neutral ground is. Obviously, if it's narrower than the length of your car, you go through.

If there's a streetcar coming, I get out of the way.

Are you one of those frickheads that gets out into the traffic underneath the green light, only for it to turn red and then you go? Like that somehow doesn't make it illegal? Is that what you're talking about?
Maybe it varies by state but I was taught that this is the proper way in drivers ed. If people didn't do this in intersections that lack an arrow, it would make left-hand turns difficult or impossible during high traffic.

OK what about this one. Coming north up Wisner, turn left on Fillmore towards the golf course. You immediately hit a red light, as in the previous example, but there is not a thick white line on the ground - I checked. In the inerrant opinion of the OT, this would be all right to treat like a stop sign?

Yeah, you definitely must stop in that case.

However, Broadway in Galveston is somewhat similar but there is no canal and the median is only as wide as a single car length. At 60 blocks long, there are numerous intersections without a turn lane or turn signal. I, nor anyone else I have seen, stops after making the left, assuming there is no oncoming traffic.
