They have a messaging problem that they refuse to address.
If the House says we can spend X dollars and the Senate says we need Y dollars it isn't necessarily the House shutting down the government.

Nobody see this process in this way, when it's a collaborate effort of both chambers and the President and has been for a long time.
Very few people want the chaos of the classical budget process that you described, and I mean voters when I say people. They want efficiency and stability.

Well, if the House majority is not open to compromise on spending (like some of the louder Freedom Caucus members within their conference suggests is tantamount to a sin), then you own the shutdown.
I'm sure the House Majority Whip has had a lot of headaches these past 16 months.

This is always their excuse. The democrats can do anything, but the republicans are limited in their options due to bad PR.
A government shutdown should be a major tool in the arsenal. The idea that the rules are different is only true to the extent that republicans are feckless.
