I suspect - based on past events - that Iran cannot do anything about the strikes that will be coming.

I think this was the plan from the get-go. Israel knew who was behind the terrorist attacks, and wanted to hit Iran back personally. So they provoked a response, and now THEY get a shot in retaliation.
