A starter fertilizer includes more phosphorus (middle number) than normal for root development, but you are already high in phosphorous so it's recommending that you skip it.

Answer: Maintenance.

So since I'm starting from seeds it makes sense to use a little phosphorus like Tifway said. Slow-release product for starter fertilizer application and then next fertilizer I should completely back off the phosphorus.
