If they are from Honduras, why are they allowed to claim amnesty here? Why aren't they made to do so in the nearest country to their own, or certainly one nearer than the US?

That's not required by our law. I don't know if that's required in any developed nation's laws.

It is, just not regarding our neighbors to the south. But our neighbor to the north, Canada?

"Refugee claimants are required to request refugee protection in the first safe country they arrive in, unless they qualify for an exception to the Agreement."
US-Canada Safe Third Country Agreement

So Canada can legally return asylum seekers from anywhere in the world that crossed into their country via the US border back to the US, as of March 2023.

Hmm that seems like a pretty recent change, wonder why they did that?

Oh because Canada was sick of the influx of Mexican, Venezuelan, Columbian, Haitian, etc refugees that had been flooding across their borders from the US in the past few years that had quintupled since 2020 and said "Sooorry, cut the shite, you guys keep them!" LINK

As for other developed nations, see Dublin Regulation and New Pact on Migration and Asylum regarding the EU.
