Yeah, I saw that (about attempting to use a TWIC card) and was also skeptical that it’s universally acceptable.
Like trying to use a GOES card (issued by US Customs) as an ID at a bank to cash a check.
I get that Homeland Security is purportedly a government entity, but try negotiating about a TWIC card to a local TSA miscreant with a badge & gun at the Minot Airport when your flight is boarding.

Some folks have posted that they tried it, and the airport workers had no idea what the TWIC was. So your mileage may vary.

TWIC TSA PreCheck
Sorry my fault I should have posted the link to it.
I have done this every time I fly and haven't had a single issue. Always jump the line.
