The problem with the Pentagon is that they waste money on stupid things. If you took politics out of it, and got together a group of about a dozen Rear Admirals/Captains and Brig Generals/Colonels, and retooled the services and weapon systems based on their input, you could skin this cat for $400 million, I’d bet.

remember when Obama cut their budget and everyone said the military didn't have what they needed and this was endangering soldiers... because that's what happens when you try and cut the defense budget.

The budget number is irrelevant as long as you actually actively remove fraud, waste, abuse, pork, and sunk costs.
