This shite has gotten out of control and it is more about big govt. Taking the $71 mil required LA to spend a matching amount of some kind. When my kids were in Elem school 20 yrs ago in EBR they qualified for "free breakfast" despite us being in the top 10% by IRS stats.
Just like Oliver Anthony said in his song "Rich men north of Richmond" that when you are 5'3" and 300 lbs our taxes shouldnt go to buy your bag of fudge rounds...

Our declining this money isn’t going to change squat nor will it make the program go away.
We, as a state, suffer.
This is jindal level stupid.
