The irony is that this was tried before. These groups went into African regions (where the locals did not consider them Africans), overthrew the existing power structure, and set themselves up as an elite class, with a fully Jim Crow style system of segregation and class. These expats bring in money today, but I doubt they are being welcomed as much as they profess. They are seen as outsiders, just like anyone from any other region of the world.
