I accrue 248 (6 weeks and a day) hours a year and can carry over 40 each year. Anything not taken or used is lost (outside of the 40)
So, each year I carry over 40 for 1st quarter travel and then I use the remaining 208...every single hour of it.

maybe only allowed to carry over a week? carrying over a week still allows them to use 6 weeks a year...but not first year but yeh i am confused also

You can't. I'd assume he is using all his hours up to the carryover max, then carries over the max allowed. If their vacation hours are accrued each year, then it ensures that early in the year he will have enough hours banked to be able to do whatever he wants, even though they are the previous year's hours technically.
ETA: yea I see his response, that is what he is doing.
