In my brief time reloading, I haven't found that powders of similar burn rates give significantly different accuracy results. Maybe my rifle just isn't very picky, but it seems like I get ~ 1-1.5 MOA regardless of powder or primer. The velocity does seem to vary significantly, which makes sense between say RL16 and IMR4831.

Is that generally what yall see? I've just been buying a pound of something, burning it up, and then buying a pound of whatever else I can find thats in the appropriate burn rate range. I haven't been able to get the same thing twice yet and haven't really noticed any difference.

For the most part, if a bullet has a similar speed then it will produce a similar pattern. Pressures can affect that somewhat but I have no way of measuring that.

I bought some powder that I haven’t seen in a while from powder valley.

They have a lot of stuff in stock and free hazmat surely helps, especially with the price powders have reached.

It varies w/ the gun. I've got some guns that seem equally accurate w/ nearly any powder, as long as the powder's in the appropriate burning rate. OTOH, I've go some guns where the accuracy varies noticeably w/ a change in powder. When I'm working up a load, I no longer change primers to try and tweak the accuracy.

There'll usually be some lot to lot variation in chamber pressure and velocity in a powder. It's usually not a lot, but it does require at least a limited load w/u when changing lots of powder. Because of this, once I find a good load, I like to buy a 4-8# keg. In 2011, I bought 31# of gunpowder online since there was no shipping or hazard fees. I'm still using powder from that purchase. Some of it should last me a lifetime.
