I don't know why this is being downvoted. Other than the use of the pejorative "gerrymander" this is essentially a true statement (although, they didn't vote, they just didn't support/sign the petition, allowing the Registrar to engage in shenanigans with the signature verification).

By "gerrymandered" I assume you mean the planners listened to the people who said they didn't want to be part of St. George and didn't include them in the proposed city limits when they redrew the boundaries?
