Correct. The confusion comes in because the Covington zip code has 60,000 people. 50,000 people with Covington addresses don't live in the actual city limits. They live in unincorporated St. Tammany.
The city of Covington lies between two rivers … hence we call it the "island." Those of us who live in Covington proper really don't want to "leave the island." As the mayor says, "If I can't get there on my golf cart I don't want to go."
I-12 "Covington" is not in Covington.

Once upon a time when driving across the bridge to enter Covington you could glimpse the magnificent estate of Clem Kelly. At the time he had the world’s largest collection of antique weapons outside of major museums. A collection of medals, heraldry, and ribbons from the beginning of time rested in air sealed cabinets in his vault. A giant of a human and a truly nice man. Old Covington. Before Katrina.

Straight from the Mayor's mouth.
