I don't like the WHO, but, at face value, there's nothing wrong with governments being on the look out for new strains of viruses or bacteria that could kill millions.

Due to their short lifespans you can (will) get rapid change so this is a year to year danger.

I'm not fond of them creating these viruses.

I would agree if there was deserved trust in the WHO, however we found out during the COVID19 pandemic they are largely controlled by China and by that measure they are just another failed institution that's a threat to the sovereignty of the US and our constitutional republic.
