This is not correct, they give the overall dates that they can fall in and the states can use their days in the range given. Louisiana chooses when to spend their 60 days.

So did you just ignore the statement that says regular duck season must close by January 31st?

Because that's the only one relevant to the OP's point about moving the duck season back 30 days.
