My guess is military pays for it and uses training/recruiting budgets for these displays.

Can’t remember the exact number but I read somewhere that it’s tens of thousands per hour…maybe $30-$40K for an F-15C.
But it’s training/currency for the pilots and crews so those flying hours have to happen regardless.
