Nah, it is used everywhere to signify the end of the growing season. It loosely follows the first and last frost/freeze dates for a given area and can be extended in time if warm weather lingers, pushing back the first couple of freezes/frosts. The warnings aren't issued for every freeze, only the first couple in the Fall and the last (or late ones) in the Spring.

Some dumbasses can't be bothered to learn that, and some complete mouth breathers think it is part of some sort of climate change conspiracy.
