Reflecting on this, getting a new DC should come first, but I think the AD tells the new DC they’ve got to bring in Raymond.

Corey Raymond is the reason the DB talent/ depth is the way it is right now. Why you idiots continue to lobby for him just blows my mind. He’s hasn’t been great since 2019 and continues to ride the coattails of what Ron Cooper built.
