They wouldn't.

Terror is only terror if the public is allowed to be terrorized.

There is an emotional public perception difference regarding dead babies vs decapitated dead babies. Does it make much sense? Not really. Just like the fact of the young german girl's murder should supercede 10-fold the "horror" of her dead body paraded. But in fact, the opposite is true.

• Daniel Pearl - dead => is bad news.
• Daniel Pearl - murdered => is more disturbing news.
• Daniel Pearl - tortured & murdered => is worse still.
• Daniel Pearl - filmed getting his head cut off => is terrifying.

The Israelis are not interested in doing the terrorists' bidding.
