The reality is probably more along the lines of FBI had enough piecemeal intelligence and information to be able to put together and take proactive action, ultimately averting the situation. Whether such a failure to act might have been intentional or merely a case of devastating negligence on their part, I’m sure arguments would abound for either possibility.
