Is ESPN holding back SEC expansion?

It may be. It won't pay more for 9 SEC games. I can see ESPN saying we got the SEC until 2034 for 16 teams and we are not paying more.

ESPN has an interest in keeping the ACC alive, so in that since, they are.
If FSU was in a FOX conference, the rumor would be FSU to the SEC instead of the B1G.
The SEC doesn’t need to do anything though. The SEC has 8 programs that have won national titles in the BCS/Playoff era, and 9 that are financially capable of competing at that level.
Even if the B1G adds the best possible football programs in Oregon, Washington, FSU, and Clemson, it will have at most 8 programs capable of competing at that level.
If the B1G were just on FOX, it probably wouldn’t be exploring expansion, but because it’s over 3 networks, it needs more content. CBS and NBC are probably looking at league right now thinking, “I’m not sure I want to have to show this much Michigan State.”
If FSU was in a FOX conference, the rumor would be FSU to the SEC instead of the B1G.

Whoa Michigan state catching a stray here lol. They are nowhere near the bottom of the barrel for that conference. I know this is about football but they’ve been pretty good just as much as 2 years ago they won 10 games but they really are the class of that conference for basketball.

Everything revolves around money and I don’t really understand the value Clemson and FSU add to the SEC outside of having decent fanbases and good football teams. They don’t really expand territory and viewership all that much, given that there are already teams in both states which may not drastically improve TV deals. In the same sense, I think the NC and Virginia schools could be potentially more lucrative additions to the conference.
That said, I am not sure if any of the ACC schools add enough monetary value to TV contracts to make it worth it for the SEC teams.

Conference realignment is all about the competition between ESPN and Fox.
The SEC and ACC are both ESPN properties, so there is no reason for ESPN to cannibalize its own properties.
The Big 10 is mostly owned by Fox and CBS going forward, so they have an incentive to steal valuable franchises from other conferences.
The PAC 12 is basically out of buyers, so it's getting cannibalized by everyone.
The Big 12 was partially owned by Fox but will likely be more or less an ESPN property going forward.
The SEC and ACC are both ESPN properties, so there is no reason for ESPN to cannibalize its own properties.

I’m not trying to bash Michigan State here, but CBS, NBC, and FOX are all major network. They want premier games every week. Michigan State is a good program, but they aren’t a game of the week program unless they’re having a stellar year.
The problem with the B1G for the networks is this in a given week:
1) FOX picks up Ohio State playing Penn State
2) CBS picks Michigan playing whoever because it’s Michigan
3) NBC is left with what game? The remaining teams in the league are not national game of the week draws.
Wisconsin-Michigan State is a good game for ESPN or FOX’s B spot that I’d watch as a CFB fan, but it’s not game of the week material for a major network.

The SEC is still the premier conference and will continue to be. You can say what you want about what Sankey inherited, but grabbing Oklahoma and Texas, especially in the manner that he did, was brilliant.
