Probably no one. I didn't mean that they won't go, I just meant that there are more eligble teams for the bowl to pick if UGA loses. Right now they are obligated to pick UGA with no choice in the matter (not they would choose anyone else anyway).

Cap One has the first choice. they can pick anyone. Cap one >>>> Cotton IMO

No, they can't. They MUST pick the team with the best overall record that wasn't taken by the BCS, or one with one more loss than the best overall record.
