He was in charge of the agencies for 4 years.
He literally ran in draining the swamp but then didn’t do it.
They then leveraged their positions that they didn’t get fired from.
He absolutely shares blame in this.

Well, the consensus always has been that political polls are always swayed to favor the more liberal candidate. So it makes a lot of sense if you think about it.
