Use a small rubber strap wrench. Wipe the filter and if the wrench slips, wrap a piece of emery paper around the filter then put the wrench over it.
Also make sure the gasket from top of the filter isn't stuck to the block when you've removed the filter..

That emery paper tip is a good one - never heard or thought of that before.
