It's hard to believe the US military has any huge and decisive advantage over China or Russia in a pure technological sense. The Chinese and Russians have had a shite ton of college students in our best STEM universities for decades and both governments have obtained a lot of technology from US corporations as a condition of allowing US corporations in China and Russia.

Doesn't the US have these subs, each capable of destroying Russia, I mean TOTAL DESTRUCTION, several times over.
I also mean EACH.
It amazes me to think how much money all of us spend just to get along.

Former Navy here. Our subs are our best deterrent and can virtually take out all of Russia's capability to wage war.
Also want to point out that our surface ships are equipped to manage an EMP blast without any issues. I would suspect our ground forces and equipment are as well.
That said, civilian protection of power grids virtually does not exist and if they emp'd us, it would be chaos within 3 days. Imagine folks in Houston who are used to getting food at McD's and have no food in their homes not able to eat. Wild west...

I’m almost positive fiber optic cable systems are not sensitive to EMP or gamma radiation. I’ve talked to some guys with ATT about this before and they were telling me about it.
New grid technology is concerned about this from the stand point of solar flares mostly.

The report goes on to say this.
Russia has “Super-EMP” weapons specialized for HEMP attack that potentially generate 100,000
volts/meter or higher, greatly exceeding the U.S. military hardening standard (50,000 volts/meter).

It also details how they could limit the affects to target specific targets, unlike the blanket EMP, more commonly known.
That said, I hope you are right and the good doctor, of "Homeland Security", is wrong.

I read a report once that stated, in general, older vehicles are better against EMP. They rely less on electronics.
