I do not understand why somebody would choose to own a dog then neglect him. What is the point? There’s a trashy house down the highway from me that has two dogs tied to a tree in the yard, 24/7. And they ain’t guard dogs they are the sickliest animals I think I’ve ever seen

It’s infuriating to me. I called animal control once to see if there was anything that could be done and they basically said nope. His dogs, his property. They said as long as they weren’t abandoned (alone) nothing they can do
