TOPS is the problem no one wants to address. Smart kids gets their free education & leave. In addition to tightening up the requirements, there should be a post-graduation residency requirement or you have to pay it back.

I don't know what the fix should be. TOPS didn't exist when I started college, but I think the state subsidized tuition for all students back then. Southeastern was like $950/semester. LSU was around $1200.

TOPS was supposed to be the solution to keeping our brightest from going out of state for an education, from which they rarely returned. Now they just wait to leave later.

bullshite, I pay taxes so my kid can go to school. Why should they have to do the same? If there was no TOPS, my kid would already be gone.

Grads move away because there's a lack of entry-level white-collar jobs here. More people would stay if those opportunities were in abundance.
I know many people who left to get their careers started, some came back, and many didn't. Before the state of LA worries about TOPS they need to address the business climate.

They leave because of the lack of job opportunities. Not their fault the state sucks, recent grads weren't able to vote for nearly their entire lives.
