Not proper etiquette. You aren't thanking them for reading their email. What are you thanking them for? You should only say thanks for something you actually thank them for.

Best Regards is a polite, professional and impersonal way to end communication.

I sometimes use "Best Regards" when I send a email to some a-hole who pissed me off and I fix their little red wagon in the email.

The assistant at the local playground my kids play at signs her emails “Yours in Recreation”.
