That’s going to be tricky. They’ll be looking for a big bump in the national deal, so there will probably still need to be blackouts when competing with national games and not in the local market.

I have League Pass and also 2 Canada-wide sports network's paid streaming services. When a game is on ESPN or TNT, I am blacked out in League Pass. But USUALLY one of my sports streaming services is picking up the ESPN or TNT feed, so I can watch the game there. For tonight's game vs Cavs, it was on ESPN and NONE of my sports streaming services picked it up. So "technically" I could not watch the game.
I would pay extra for League Pass to have access to all games with no blackouts, since I'm already paying THREE times as much for my streaming services than I pay for League Pass (just so I can watch the approximately 35% of League Pass games that are blacked out due to national games).
The NBA, ESPN, TNT and other providers need to get on the same page and simplify the whole fan viewing experience. If the League Pass price was increased by 50% and if it was the sole source for watching NBA games, maybe it's possible that there could be enough revenue generated to sort out everyone's differences. A lot of revenue could also be generated through "TV commercials".
All I know, as a fan, and as a customer of the current broadcasting systems, is that their delivery of games is frustrating. I cut my cable years ago and get all my content online. They need to set up an online system that is easy to use (ALWAYS available from only one source) and at a fair price. Is that too much to ask?
