I suppose they could start doing those "jobs Americans won't do." But, they'll still get their tens of thousands in benefits every year, sales tax or not.

So they are saving under the current system?

Maybe it’s time to start rewarding saving and not consuming. The people you are worried about will adjust their spending and lifestyles accordingly.
