I think it means tweeting something that clearly has a specific meaning or target but that’s vague af to allow you to claim ignorance
ETA: An example would be making a tweet about someone, not tagging them, making the tweet CLEARLY about them to anyone in the know, but making the tweet vague enough that you’re not actually calling them out.
I could be wrong.
