Does it run through the rinse and drain cycle and the water just stays in there? Or does it stop and not finish the cycle?

Finishes the cycle/program.
Timer runs through the rest of the cycle/program. In the WASH cycle: agitator runs, then nothing through the drain and spin cycle--water sits there. Cycle progresses into RINSE cycle: nothing happens for a bit (normally water would be filling basket) agitator spins for a bit, then nothing again (drain and spin cycle), eventually program ends and timer stops.
Water still in the basket.
During the drain cycle, does the basket have to spin? I don't know because the lid was closed when the washer was operating properly. I imagine requiring the basket to spin during the drain cycle would be a strain on the clutch/transmission to have to spin a load full of clothes and water.
Edited to correct misstated cycles of wash--corrected cycle is in CAPS
