My water main sits in an underground box in my front yard. Following days of heavy rain, standing water tends to collect in the box, covering the dial and shut-off valve. Would this be of concern in freezing temperatures?
We’re looking at temperatures at or near 21 degrees on four consecutive nights, here.

Should not be a problem. The frozen water will expand and pop the box open. Will only be a problem if you need to turn the water off at that location.

Both. Hot water pipe can freeze also.

Does pex crack when the water freezes in it or does it just expand?

It will just expand and return back to normal.

my friend is a plumber, he is about ready to smash his phone with a hammer so it stops ringing he is so busy right now, and the freeze hasnt even started breaking any pipes yet

Correct but uponor pex A fittings will still break when frozen so insulating pex fittings is recommended.

When is the last time you saw an uncovered hose bib with no exposed pipe freeze and damage anything?
