In what situation can a state limit voting to whites or men or make the voting age 21?

In a situation where those amendments are removed entirely. Nothing is absolute. It can all be changed.

You can have any current rifle carried by a U.S. military member and any impediment to that is an infringement.

No one on either side of any debate actually believes either the first or second is absolute. There are criminal laws on the book in every state that infringes on both amendments with no objection.
