By the book yes, and the flag has to be thrown because of that. McElroy even said so. That part isn't arguable.
The fact that the rule is written that when the defender simply lands on the QB as flag must be thrown is the controversial part.

It’s not when the defender simply lands on the QB that makes the rule the rule as stated is when the defender drives the QB to ground using the full weight of his body! This rule was put in place as players safety

Ward's shot on Richardson was cheap...it' the Tom Brady rule from several years ago when Brady blew out his knee.

He didn’t simply land on him he bear hugged him and drove him into the ground. That’s the call. He didn’t have to do that that’s letting go of the quarterback because the ball had long left his hand. Plus where he tackled him was around the chest and head with his face mask in under his chin. All of that played a part in that call. While he didn’t pick up JD and throw him into the ground he certainly did not need to finish the tack on the way he did.

I think if the defender had let go and put his hands down instead of huggng him all the way down they would not have thrown that flag.
