Good for them. They are doing everything legally. Neighbors are worried about small businesses??? How about you let them move in and actually wait and see how they are before you judge them? If they break laws/ordinances, then enforce them. Until then, they aren't doing anything wrong.
I imagine there are some kind of zoning laws that prevent that many unrelated people from living together in one house, but I could be wrong

That was the supposed reason behind the sorority dorm at my college…
Apparently more than X unrelated women in a household was considered a brothel.
Probably bullshite but certainly a story spread decades after the fact to explain why they didn’t have houses.

There are. I rented a house in Southdowns 20 years ago. We had three unrelated people. We lied to the property manager and claimed that two of us were first cousins making it legal.
Though this ordinance is broken very very often and seldom enforced. It's usually only brought up when trying to limit certain tenants.

You would be amazed at how many halfway houses there are and people don’t realize

this was said to be a thing. Not many people were willing to rent a house to 5 people that met in college.
Even when i was looking at places further down highland i was stopped one time and some old lady said they didnt want college students moving into their neighborhood.
i told them i was gay looking for a nice spot for me and my partner to raise a family, she was even more shocked then.
