Because they are spurs Conte is legit though.
I do find it interesting that ManU also has a new coach and new signings but most put them out the top 4.

They still have dead weight. Even if they totally revamped the team it takes time for guys to get settled, including ETH. Most picks have them behind Chelsea, City, Pool, Tottenham and maybe Arsenal/Leicester. All those teams have managers with history and (mostly) success in the league. Conte, Pep, Klopp have all won it. Tuchel won a CL at Chelsea. Arteta has a couple seasons at Arsenal and success as Pep's right hand man. Rodgers has gotten close. ETH could come in and wreck shite right away but the odds are against it.
