i think that’s because they didn’t know if this whole Universe tying together thing would work yet, so they made movies that didn’t necessarily need the rest.
then by phase 2, they knew this would work and began making movies that all ties together and you really needed to see them all to follow along.

I think They are also trying to slightly reset.
Introduce a few new characters because they lost a few.
From what they’ve said phase 4 doesn’t end with another full cast avengers. It ends with fantastic 4 and then we will probably see a ramp up in phase 5
