Maybe the businesses across the street that opened in cheap buildings with inadequate parking should offer to pay a healthy contract to Fleur de Lis for overflow parking. They might be able to come up with a solution if they’re willing to pay for what they need to serve their customers.

They have and there's zero willingness from FDL to negotiate a price.

Or better yet, FDL can install an automated parking kiosk to raise funds to help pay for more staff.

Actually they reached out to FDL to "rent" the spots and they were denied. FDL use to not enforce the parking rule as overflow from the apartments has taken place there prior to new businesses opening. They don't allow it because they feel it is competition
