Has mlb issued a statement or punishment for the ump?

Punishment for what? Taking too long checking for substances? Looking creepily at Bumgarner? You can infer that the ump was instigating or trying to provoke Bumgarner, but realistically he didn't actually DO anything. And he didn't say anything.

At most he may get a private reprimand. I doubt MLB will address it publicly.

I don’t really care what the context of the situation is. If another male is stroking/massaging my hand while staring directly into my face for that length of time, I’m going to believe that he DID something.

This isn't a serious take right?

I don’t have to infer. The ump was instigating and trying to provoke and that has no place in baseball. No one is there to watch he umpire. Don’t make yourself part of the game
