I think so. Like someone in here said, it's Batman learning how to be Bruce Wayne in a way.
This movie was like a darker version of the show Gotham, which isn't an insult.
The first hour of this movie is incredible but it really didn't build on it. Reeves is an amazing director. Definitely an homage-y movie, from Se7en to the Watchmen. The first portion was very similar to a non-Snyder Watchmen that was shot similar to a gothic 90s movie.
Ultimately it suffers from what always was the biggest flaw in the Dark Knight: tried to do too much and took too long. Should have been split up into 2 movies. Admittedly, that hurt TDK more than this one.
