Nuss getting this experience is worth burning the redshirt

Weeks of preparation as the starter, all the first team reps, and an entire game as THE guy. Definitely worth sacrificing the 2025 season for him (the season he could theoretically play if he holds onto the redshirt).

They're going to burn the redshirt to get a leg up on Walker Howard as the 2022 starting QB.

This is the key. If I'm the new coach and a QB doesn't want to compete, it's time for him to go.
Besides, there's no way to predict the future. He could have an injury down the road and need the redshirt.

If I was Nuss, Id be jumping for joy. Like you said, a month of practice where he is the man. Have a good game and make a great impression on the new coach.
