I noticed this a lot between Hannity and Tucker. Tucker used to "hand off' the show to Hannity live and they'd have little 20 second exchanges like this often. Several of them were very awkward and they stopped doing it after a while.

He really is. When I get in my car and his show is on I cringe immediately at the the repetitiveness and stale talking points. I prefer Glenn Beck and that is saying something.
His purpose is really just to make old people feel comfortable.
