Wish I could find it somewhere...think it may have been an inside the actor's studio or something...but Michael Caine was asked back around that time what he thought of Dustin Hoffman's performance in that, and his answer was great.
Paraphrasing: Hoffman was fine, but it was basically one note and once he found that it was smooth sailing. The hero of that movie was Cruise, who carries the entire thing. He's the brash selfish a-hole in the beginning that you despise, then he forces the viewers to understand how frustrating being with Raymond is and eventually he sells his actual love for Raymond and makes the viewer accept he's really grown...all while playing against and actor giving him nothing.
When you watch it with that in mind, you realize Cruise ought to probably have won that year, because he absolutely kills in that movie. But he was still just being seen as the good looking young actor then, so his performance got overlooked.
And yeah, it still holds up great.

I remember watching that scene in the theater, and it was 100% obvious who'd seen Rain Man and who hadn't...and it was most obvious due to age.

Was it though? How many comedians did a very passable impersonation of him for years after?
I'm not saying he wasn't great in it, just that there was no growth in the performance. That almost complete lack of growth is actually what is so impossibly frustrating to Charlie, right? It's virtually impenetrable.
Once he found the voice, mannerisms, walk, etc...he just stuck to it. I'm with Caine on this one.
Cruise had to convey the entire gamut of emotions and he's believable every step of the way...and wasn't nominated AT ALL. That's crazy.

This is certainly true. Although Hoffman crushed his part, it was much harder for Cruise to do what he did in the same film.
