Probably, because it looks like the B1G winner will get in the championship game every year. I could see Michigan winning the B1G in 4 years.

Does the big10 have divisions? He could win a division title in 3 years in that conference, as long as he is on the opposite side of Ohio State.

Yes but Penn State, Michigan State, Michigan and tOSU all fall within the same division.
